They worked really well outside. Until the ground got soft

I bought a 2-level rolling scaffold with outriggers at a local big box home improvement store that had the standard shop wheels that roll fine on flat concrete but can't get though gravel unless you carry each end. You also needed to use a small hammer to engage/disengage the wheel locks after about a month of use. Got two set of these wheels as a replacement sets for the scaffold and outriggers. Rolled through the uneven packed dirt and gravel outside the shop with relative ease. The locks are a major improvement over the original and can easily be engaged/disengage with a press of a toe. They are a tight fit in the scaffold when they get tapped in so they can be a little hard to get out if trying to swap them around so I bought a third set so I can use them in a single level scaffold I'd previously owned. Definitely an improvement over the original wheels.

I purchased two sets of these; purchasing the second set before I tried out the first set.BOTH sets are terrible.How anyone could rate these as anything other than junk is hard to believe.The problem is that the swivels do not move freely and without friction.What this means is that the cart tries to go in whatever direction the wheels are currently pointing.This makes turning the cart / scaffolding very cumbersome and difficult.And, adding insult to injury, the wheels are in terrible shape.The attached image is straight out of the box. Scratches, scuffs, and a paint job worse than what my 19-month old toddler could do. EVERY wheel from two separate orders is like this.Selling these as a "new" product seems borderline criminal.
