I would say No. A Shih tzu needs a larger water supply. You should look into a small fountain type dog water. They are easy to maintain, provide refreshing water supply and are pleasant sounding. The cactus waterer is more for the small rodent like, hamsters, rat, gerbil and needs to be filled daily sometimes twice. This company's advertisement is a little deceiving and they are not responsive.
