Q: Will these work on a touch contol LED light and allow the touch function to still work?

I don't know, I have used these on the TV, and still able to work remote control. I have used them in hotels to block out the microwave light, pretty much make my room dark.

Q: Do these actually stick (meaning they have adhesive-like back)? Others I bought "cling" via static electricity and do not stick at all. Thanks.

Yes these stick with an adhesive. I've used both the glossy and mate ones and they've been great!!
