Q: Will these powders blend well into watercolor binder for making paints?

I have not used it in paint, it does very well with epoxy.

Q: Do these need to to mixed together to color shift, or do they color shift already?

The ones I've used so far didn't need to be mixed with each other to do the color shift.

Q: Can this be mixed with two part silicon for wedding bands?

Yes, but to get the mica color the silicon have to be clear

Q: If i mix this with isopropyl alcohol to make a cosplay "potion" will it permanently pigment the alcohol? (I know it won't dissolve)(not for drinking)

I do this all the time for science experiments around Halloween or for fun decisions. You put a small amount in a glass bottle. Add glass beads to help sture and your done. It changes when you show it and you can see swarls. YouTube shows you a magnificent version so you don't have to shake it. The pigment will sink and when you remix gives the effect of color change. It's very fun.
