Mine was just in the box, with its cover. No shrink wrap, just the packaging and it looks new not used.

Q: does this have anc (active noise cancellation)?

No, it does not. When having a conversation on the telephone people can hear the background noise from my personal experience kind of loud. However, they are awesome for watching TV or if You’re listening to music they work great!
