Q: Can this be left with water in it over the winter?

You don't need to drain the pool down any. This can cause an inward collapse if too much weight gathers on the cover, if it snows where you are. The best and safest way to close it down is to use a blower either through the pump or skimmer and blow air through the lines and plug them with fittings while doing so. Use a Gizmo in the skimmer to keep it from busting from freezing water expansion. If you use a winter pill you'll need to add a new one after 6 months. I haven't had much success with them. I find it better to use a tab floater and just use chlorine tabs. Winter pills just use enzymes to eat organic matter but tabs will continue to sanitize and kill algae. I've been in the pool construction and service industry for almost a decade. Hope this answers your question.
