Q: How many layers are the pads?

Since the pads are sealed around all edges, I really can't tell you how many actual layers are there but they are very absorbant.

Q: The most recent order, received December 2018, is inferior quality, decreased absorbant area and signifantly less absorbancy. Response from seller?

I ordered these just a couple months ago and I agree, they are of very poor quality. Too thin and very poor absorbancy Defintely a waste of my money.

Q: Can this be used as puppy pads?

I started using adult pads for my dog from the 99cent only store and decided to stay with them for 2 primary reasons, only need one instead of 2 and puppy pads have some chemical in them that attracts the dog. Since I'd prefer that they go outside, this will work for them if they choose but it's not as quickly soiled as the regular puppy pads.

Q: Do the pads contain flame retardants?

Not sure I use as pee pee pads for my dog!
