No, my guess is that's what you're hearing is the water heating the tank and not the thermostat.. The thermostat doesn't move therefore is shouldn't be making any sound. There may be a slight click when it makes contact to turn on the elements and perhaps another click when the water is up to temperature. Otherwise, there shouldn't be any sounds.

Q: Do I need the model number or is it universal?

You need the model number to save yourself a headache with wiring; water heater thermostats are not exactly "universal". For example, while the Apcom model WH10A is similar to the Utilitech model 9008078046, on the Apcom the #4 terminal (single black wire) is located lower on the unit; on the Utilitech it is located higher on the unit (see photo for this product). If the black wire that connects to this terminal is only long enough to connect to the #4 terminal on the Apcom, it will NOT be long enough to connect to the same terminal on the Utilitech. Lowe's and Home Depot only had the Utilitech in stock but I needed the Apcom, so I found out the hard way.
