Q: Can you use this if you don’t have extensions or perms?

I can’t see why not, but you won’t see a difference. I believe it’s more about hydration/lash health for lashes that have been tinted/lifted

Q: Is the black side like a mascara safe for lash extensions and then the clear side same but clear?

From my experience, they have about the same consistency, and both are safe with lash extensions. Black, however, does feel stickier and holds shape a little better
