Q: How many concurrent connections on tcp side to single rs232?

It works like a virtual COM so it works like a dedicated connection like a USB to RS-232. I think only one connection at one time is possible.

Q: does it come with the power adapter?

No. It's a Ethernet device. So, I have to order 1 of each cable per Device, when I purchase them: Tripp Lite Null Modem Serial RS232 Cable (DB9 F/F) 6-ft. (P450-006) and Tripp Lite Null Modem Serial RS232 Cable (DB9 M/F) 6-ft. (P454-006). If you need shorter or longer cable it's a different description.
