Q: My windows are each less than 23", but wide enough if I put one suction cup on each window. How much open space is there from back to window?

The https://www.amazon.com/dp/B00YGZACKI requires 23" of the same surface. It will not mount to two separate window panes.

Q: What are the dimensions of the hole in the top shelf of the double decker?

I can tell you I returned the double decker, for 2 separate ones. As I felt the hold did take away room from the area the cat lays on. Also when the cat was on the bottom layer it couldn't stand tall without hitting the top shelf. I think it was aboaut the size of making your hands in a circle , both hands, thumb to thumb and middle finger to finger, womens hand. I have 3 window shelfs from K&H and love them! Hold very well, even when the cats jump across them , chasing each other!

Q: Has anyone used this product in their vehicle?

No. It’s very wide and tall once you factor in the straps.
