Q: Can water flow underneath this mat to a drain at another location, or would it get caught up underneath the mat?

Yes water will get underneath and you can't channel it

Q: How does the interlocking work? I didn't see any method to remove or connect any more blocks.

The sheets lock together on 2 sides. We installed these on the floor of an octagonal bar with a center island, they locked together easily.

Q: only need 2' width. can 1' x3' be cut off then 2 of these '1x3' pieces be connected to each other to make another 2'x3'?

Yes. No idea how you would connect them though.
