Can this device be used for phone lines or phone lines with DSL service?

No.  Okay, it might work, but it is not recommended.  The gas tubes are rated for Ethernet and POE.  That means the trigger voltage is to low for telephone line ring.  Also the connectors are 8P8C, (RJ-45 type) and not RJ-11 like telephone uses.

Question 2

The instruction sheet says "the cable from the dsl isp goes into the input port".  the ports are not labelled - how do i know which one is the input??

It does not matter.  Both ends are the same,  Inside the gas tubes connect between conductors and so either end can be the input.

is there a mount available for the 10 pack?

There is a mounting flange, the same as on a single item, which can be used to mount with the screw to the wall or inside the network cabinet.

House surge protectors are designed for spikes on the electrical grid that feeds your home (or building)  They offer some surge protection for surges created in the house mostly by motors that start up (AC/ Fridge) etc.   These spikes are small compared to spikes that could come in from the power grid.    Ethernet protection with Gas Discharge Tube is primarily for lightning strikes.   The tube expends itself, protecting any wired Ethernet devices behind it.    Gas tubs blow very fast, but not always fast enough.   Its also good to have FASTER clamping diode Ethernet surge protector in line (after) it to protect fast spikes or the leading edge of a lightning hit. You need only one on the INTERNET feed coming into the house.    Your smart guard ig2220 should have a good ground because its located near the box.    All grounding is only as good as your house earth ground.    This is typically two 8 foot rods are driven into the ground near your house near and connect the entrance.    Connecting your Ethernet directly to your house ground will give you the highest capacity diversion.    Lastly,   you question of wither it works with the smart guard, the answer is it doesn't matter.    Your 220 coming into the house is one distinct system, and the feed for your phones and Ethernet are separate system(s).    BTW -   I have one gas protection POE ethernet protection, and one diode ethernet protection - and a spare for each on the shelf.   Your cable company may or may not already have surge protection on their feed to your house.     This is cheap, but may be redundant.   BTW -  if your smart home devices are wireless then they are not at risk of spikes.   If they are wired ethernet,  its good to have surge protection.    NO SURGES COME FROM INSIDE THE HOME on ethernet ... only the outside feed.   Hope this helps.
