Yes it is the correct antenna for the RDM-DB when operating on the VHF channels.

Q: What is the difference between the vhf and uhf stealth antennas? it appears they have the exact same frequency range.

There seems to be a typo, this antenna is the: 150-158 MHz / 2 dB Gain

Q: Will it work with an icom 2300h?

This should work, but depending on the frequency that you are transmit on it may need to be trimmed and tested on a SWR meter.

Q: Do i need ngp coax or will regular coax work just fine?

Hello, this is a no ground plane antenna and it doesn't need a metal surface to mount to. As far as the coax cable that's used, a regular one will be fine.
