Q: I was going to buy this for my 2nd grader but he won't be carrying a laptop. Does the laptop padding take space away from books?

No, it should not. The padded section is toward the outside of the pack and it should fold flat without any problem. Also, If your 2nd grader fills this with books, he has too many books. This pack is larger than you would expect.

Q: How much does the bag weigh? The Amazon listing says 3.5 lbs., which seems a little light. Thanks.

This is incorrect about the depth. There’s a pocket for a laptop/tablet, plenty of room for books and other items, plus 2 pockets (one quite large, the other somewhat smaller). It is functional, well constructed, easy to use and having wheels is great.
