Yes they do contain red dye 40.

Q: Will this work to color lip balm? Just to add color to the balm not to color the lips

I've never done it but I don't see why not, just use VERY little. Like a tiny smear from a toothpick. Otherwise, kool-aid and other flavored drink mixes work great in making lib balms (I have used in the past).

Q: Will it mix with oil? I want to mix yellow with the oil then a water based blue with water. So when you shake it up it will make green. Then separate.

No, it does not mix well with oil. I bought it to make "lava lamp" hourglasses of colored oil and colored water. No matter how well I stirred, or heated, the oil, this dye did not properly color the baby oil. So we had to settle for colored water only. Shame, since it would be nice to have both kinds, ones with colored oil "dripping up" and ones with colored water "dripping down"

Q: can it be used to in making play dough?

Yes, it can, and will make more true, rich colors. It won't take much, though!
