No they do not come assembled nor does the envelopes it comes in have instructions. Made in China....it figures

Q: Why is the metal sent in biosafety bag?

Since we don't have stock for the previous bags at that moment. In order to ship the items out as early as possible, the bag supplier just provided us these kind of thicker bags which were already printed. They are thick enough to protect the metal spikes. Sorry to make you confused and thank you for understanding.

Q: Do the spikes move with the wind?..Trying to not set off motion detector which birds perch on? I don't want the spikes to move in the wind

Not that I can tell. Wind would just blow through the spikes.
