Q: I need a tripod that allows me to shoot directly over my product with the camera facing down towards the ground, is this tripod capable of that?

You can do that with this tripod yes but the size of the product may either force you to get creative with keeping the legs out of view. Also, fully extended you 100% need a counter weight or something to hold the tripod down with or it will tip over, Sony a7iii with any lens tips it at any product shooting height in my experience.

Q: Will this tripod support my Celestron Skymaster binoculars & allow me to angle them directly overhead while standing? I am 6' tall.

No. I bought it based on the claim that it would support the weight, but it doesn't. However, i have found that if I don't try to use the cantilevered function, but just use the height of the combined tripod and arm (straight up) and the ball joint holding the binoculars, I have more than enough height to see anything up to about 75 degrees comfortably. In the video, the eyepieces are at 6', and there is easily another foot of extension available.
