Q: Does the liner allow water to seep through? Have another brand with a cloth liner that is water repellent but water still goes through it.

It is not water repellent. The inner side liner is soaked and dripping. Will have to invest in another clear shower curtain to fix this.

Q: Do you have to use the liner? This is for a large walk-in shower and I would rather not use the liner if I can.

The liner could be removable and you can snap it off if you'd like not to use. In addition, the outer waffle curtain could be also used as a stand-alone shower curtain, since it's water repellent as well.
