Q: Do these come apart so one can clean them?

They are so cheap if they clog you just throw away and rrplace.

Q: Says "Use with stake and riser for full installation" which one?

I am guessing that the instructions were intended as "use with stake OR riser...". Personally, I use a 1/4" feed line attached to a skewer or 1/8"-3/16" dowel. Insert the sprayjet into one end of the tube, attach to dowel with spray just above top of dowel. Connect tubing to feed line and you can adjust as needed.

Q: Does this spray in an upward pattern or a flat pattern

It sprays in a circle and is adjustable from small circle to larger. so kind of up and out if that makes sence
