Q: Can this be put together without handle portion? (will cart still be structurally sound, if i leave the handle off/ don't use?)

I use this without the handle. The handle is an add on that you attach to only two posts.

Q: Is the 21” wide counting the handle?

yes it is 19 inches without the handle

Q: Do the drawers swing open when rolling? or can you lock them closed?

They do not lock, but since they open perpendicular to the handle I haven’t had trouble with them sliding open while pushing the cart.
