Q: Is this big enough for a dwarf Blueberry plant, or 2?

I have read that dwarf blueberry bushes should be spaced 5 feet apart, so I believe just one in the planter is better. I do not know how deep the roots must grow, so I am unsure how to advise you but I think the plants roots need to be cool....so mulch is necessary. If the tops of the plants are in the sun and the roots in the shade, it could work? This sounds like a great experiment.

It does come with a mulch cover. But it tears very easily. Still good product my plants are very happy

Q: Can the outside be painted?

I think you can if you use a paint for plastic.
