Yes, it can. Not all Ender 3 or Ender 3 Pro printers ship with a bootloader. You can use this to either burn a bootloader and then flash the firmware via USB, or you can use this to flash the firmware directly to the main board. I have used it to burn a bootloader onto a Creality 1.1.3 board, and then flashed the firmware from the source code Creality has available on their site.
