A: Graphite itself is electrically conductive. In a powdered form, there would be some resistance from the air spaces between the particles, So it would depend how fine the particles are and how much they are compressed. The conductivity is because the carbon atoms are arranged in flat sheets and the electrons between the sheets are free to move, when a potential difference exists.
