The white piece of plastic is the locking mechanism. You insert this plate into the gap at the foot of the dispenser before putting it on the wall. You then insert the metal key with two prongs into the two holes and push up releasing the locking mechanism and opening the dispenser. **Q: Can you fill this with hand sanitiser?** A: No, its not manually refillable it uses special soap cartridges.
