What stays is the collar (and the collar stay in the little pocket on the backside of the color) and the way they work is that they slide into that pocket and keep the collar looking neat and flat. Those two little pockets each go from the tip of their respective collar point to the fold at an angle (think from the apex of a basic triangle to middle of the bottom line, which makes it diagonal outwards from the wearer's perspective) to maximize the collar stays' effectiveness. Think of it, if you'd like, as adding structural support to a collar on a dress shirt. This is opposed to button down shirts (that have buttons near the collar point; there's technically a difference between button up (dress shirt with no button the collar) and button down (buttoned shirt, including on the collars), but just like the word, "literally," that nuance has pretty much been lost) and are less formal.
