If something happens with the outside unit and it is unable to operate for some reason, you can put the thermostat on “Emergency”. The electrical strips will start running, it will be expensive heating, but you will stay warm. You should call a HVAC tech. The second stage of heating might be a gas furnace, but I am not sure. We never use that configuration in my country.
