Q: Id like to mount this in a metal outlet box but how do i isolate the relay contacts on the back of relay from the metal outlet box?

First, it is good to hear that you are aware of the need. Yes, you can do it easily or more accurately. the easy way is to use 2 or 3 foam pads stacked on each other and attach to the back and then the metal box. This is a once and done method. The more service able way is to get some small 1" long bolts that will fit into the 4 holes on the corners, and bolt it to the metal box, using a piece of cardboard or stiff material to attach on the back and use 1/2" spacers or nuts to assure that the back of the PC board is above the metal back at least 3/8".

Q: Can this relay be used with a Arduino Uno or Nano?

Not directly. This relay requires 12v to switch. Arduino only handles 5v. You can use a transistor but the simplest solution is to find a 5v version

Q: Can you use relay be used to switch my dc power from my solar panels to ac to my water heater element

I believe it can. I used mine to start a sup pump in the basement in case water flooded the place. I wired to a sensor float and then to the pump. I have a 12 volt battery to provide the power for the switching.

Q: says 30A @240, so can I put 15A @110v load on this ?

As the electrical theory goes: Watts = Amps x Volts Examples: 10 Amps x 120 Volts = 1200 Watts 5 Amps x 240 Volts = 1200 Watts So when you do math you will find that 65.4545~ Amps x 110 Volts = 7200 Watts. Which is the same amount of Watts when you do the math 30 Amps x 240 Volts = 7200 Watts. So 15A at 110 volts would be barely using the capacity of this relay. I hope this helps you.
