Yes, it’s a hardcover book twice as thick as a DM Guide! It includes original and 5th edition versions of both B1 and B2 with lots of extra info and commentary. I love it!

Q: Does it utilise the origional art in any way ane is there any new art added to the book?

Both, actually. The entire original modules are reprinted in the book with the original art, while the 5e updates do use new art.

Q: Have the encounters been balanced for 5e?

Yes, with the caveat that there are some very really ones on purpose, and being a hexcrawl, it's up to the Players to understand when to push forward or run away.
