Q: What's the best way to repair a small rip or puncture in the bags to keep them waterproof and durable?

Ortlieb sells waterproof repair kit. I dont think Amazon stocks them but you could look for it outside. Or your Local Bike Shop should provide a simple solution. I suspect bicycle inner tube patch kits would do the trick as well if the tear is small enough.

Yes, very happy with its performance. Only comment, the pieces on the back are hard plastic and create some noise against the bike rack while riding over bumps. It needs some soft padding to remove noise.
