Q: WHY does it come with two outlets if i cant use it externally??

The horizontal "outlet" is in fact an intake and the vertical one is an outlet. I use it externally all the time. I connect a hose to both and pullout of a bucket and pump into the hydroponic bucket. I find it very reliable, for a small pump.

Q: Will this fit in the chamber of a fluval evo 13.5g nano tank? as a replacement for the stock return pump? and is it quiet or loud comparitively?

It is small not sure how much room you got but I have 3 of these in my sump for a media reactor and I can’t hear it running. Sometimes I have to check the reactor to make sure it is running it’s so quiet
