Q: Is this saying that it will fit any tank?

It will not. You must have a rectangular tank - no curves or angles - or it will not fit. The width is slightly adjustable but the depth is a critical measurement. This will not work on a power flush or any “tank within a tank” style toilets. It will not work on an insulated tank.

Q: If this is adjustable, what are the smallest and largest toilet top dimensions this can fit?

One end does have a slide adjustment that will let it get wider by about 2”. The more difficult “fit” issue is that few toilets are basic rectangles anymore and your toilet cannot have a curved front or angled edges or this will not fit.

Q: Does this fit any toilet? Does it need anything to help it work that doesn’t come with the sink?

No, it does not. Found that out three hard way. We had to cut it to fit it on one toilet and does not fit the other at all.
