Q: Is there a way to test if this unit has gone bad? Im trying to fix a non heating tub

This is a pressure switch that senses when there is pressure in the line. If no pressure, then switch opens and shuts off the heater so it doesn’t burn up. So if you turn on your spa and water is circulating, and the switch reads open with an ohm meter, then It’s bad.

Q: I needed to set the psi at 1.5 but didn't. can i still adjust it after it is installed?

Yes, it can be adjusted after installed but you won't know the pressure unless you have a pressure guage in the pipe line. This isn't critical for spa use. You just want the heater to shut off when the water flow / pump fails. In my case I have a relay that I hear click when the pressure is good.

Q: Will this work on an arctic spa?

Yes these are pretty much universal
