This set of watercolors does not come with a brush.

Q: Do these paints have a strong chemical odor to them?? And do they dry all the way solid???

There is no strong smell that I noticed. Watercolors are not solid color like oil paints and the density of the paint really depends on the pigment itself and may vary quite a bit. This is normal for watercolors.

Q: Are these paints to be used fresh out of the tube or can they be dried then used?

They can be dried in a palette, just be sure to add some glycerin or honey to them before they dry or they'll crack and fall out
