I do not think the Thurso Lancer would make a good river surf board because the tail is NOT square, and the fron and rear rocker are shorter than typical river surf boards and although the Thurso lancer is thick, river surf boards tend to be much more thicker all around the board

Is this good for 7 year old? 60lbs

It should be Ok. I would have a little concern about it possibly being a bit wide which could make paddling difficult for a 7 year old. A soft-top long board (7 -to 8 ft long) is recommended for beginners but a long board can be a bit heavy. This Thurso is very lightweight and easy to carry so it may be a decent option because lighter weight of 7 year old will work OK in small waves otherwise heavier kid would need a longer board (more buoyant but heavier) is better for small waves to carry their heavier weight forward
