Q: can this be used by a 14 year old boy?

It seems geared to smaller kids. My 5 and 7 year old play with it, but the 7 year old would rather have the real thing

Q: How long are the arrows?

I believe they are 26 inches, you can buy additional arrows from Walmart for 2.00 each.

Q: Can a peep sight be installed

I'm sure there's a way, but when I took my daughter's to Bass Pro, they told me they wouldn't do it. The string isn't really set up to allow a peep sight to be installed. You would probably have to re-string it.
