Yes, absolutely they can, do not open the pouche themselves but these can be brought onto a plane as these should be run through security and accepted as carry on.

No!! Emphatically NO! The ammonia caps are not for insect bites nor stings. They serve one purpose only and that is basically the old trick where we hear the care giver saying "break out the smelling sauce...." well basically the ammonia is used in that way by EMT and First Responders when they have a patient that seems 'out of it...' this is the product that they break open and wave under the persons nose to see if they can get a response to some degree of consciousness. Simply a test inhalant. If it serves any other purpose on earth I'm not aware of it.
