Q: Is the stand made out of metal or plastic?

Very solid heavy metal. Incredibly stable. Am very pleased

Q: Can the TV be turned both vertically and horizontally once mounted on the stand?

I just checked the back, and I do not believe so.

Q: Can it hold 27" tv? Description says 24, 32…
