Q: Does this come with a plastic waste bin inside or is it only the wire basket?

It only comes with the wire basket. If you use one of the small, thick, trash bags they fit perfectly.

Q: how long is the top of each hook? I am trying to find something that hands from a door that is only 3/4 inch in depth. Most hangers cover 1 3/4- 2 "

The hook hangs over on the one side 1/2". Over the top of the door is 1". Then on the other side down to the bascket is 2". From there the basket itself is 8" H x 11" W x 4" D. The basket pictured here has an added bttm one. I have the one with the single basket.

Q: Does this holder have a mechanism to grip the inside of the paper towel roll or does it just slip over a metal rod?

It slips over the metal rod also it didn't fit my cabinet as it wasn't square enough for the metal part at the top so it kept falling off.
