Q: Can you use this on tomato plants?

I wish I knew the answer to that question. I have 5 bags of the soil and a bag of fig tree plant food to use for transplanting small fig plants into larger pots. The small plants are not doing well in out HOT Phoenix weather and not the season to repot so if they do not make it I have been trying to find the answer to your question. I too would like to know if the soil and plant food can be used on other outdoor or indoor plants. Sorry I cannot answer your question and hope you get the answer

Q: How does this work? Is it mixed into the soil when you pot the plant, or do you spread it on top of the soil after the plant is already potted?

If I’m repotting the Fiddle Leaf, I loosen the soil around the roots and mix it into the new soil. I just keep as much of the original soil as I can and add to it with new.

Q: Is this for outdoor potted fruit bearing fig trees?

NOT for outdoor fruit bearing trees.

Q: Can you use this fertilizer on other indoor house plants?

its plant food. I just use it outside on my fig trees. And since I've used it my Figs are flourishing so many Figs on the trees.
