Q: Will this provide enough back clearance to mount Hero3 w/ extended battery, and still give tilt and lateral twist movement to get the best angle?

I've found this best for use at non-radical angles, that is, I use it to level out the shot and not for 90 degree shifts. The biggest problem with the GoPro mounting system overall is that every mount is 90 degrees from the last, this is great for getting in between. For instance, mounting to a windshield can be tricky to get a nice level shot without this ball mount. I'm very happy with the purchase & use it often.

Q: Will this work for a Hero4?

It'll work with any of the GoPro mounts, it takes the place of the standard "right angle only" GoPro pieces. As far as I know the mount hasn't changed for the Hero4.

Q: is this water proof/resistant?

Yes it's all plastic but won't swivel 360
