Q: Can i run 2 pc's and tv out to 1 set of speakers through this device?

No. You can have two line level inputs from PC and TV and switch the input with the button on the right. The output is line level and the main dial changes the level so volume output to a line input on powered speakers or amplifier.

Yes that is correct it works both ways. I use mine for a marine radio which outputs to either of two external speakers.

I think it will. All the ports are 3.5 mm jack. I use it for switching to different speakers or headphones. but think it will work the other way.
