Q: What us the total length from the tip of the steel cable (where it hangs) to the bottom tip of the suet cage?

The cable runs 13" to top of cage and an additional 8" to bottom tip of cage.

Q: Is it squirrel proof? I have pesky squirrels that can actually open the regular suet feeders.

It seems squirrel proof to me. I have had no issues, but then again, your squirrels may be more creative than mine. Very hardy container. I think you will be fine with your squirrels. I would think you could return it if the squirrels can get in to the suet.
