Q: It says dishwasher safe. Is it top rack only?

They are dishwasher safe. I have placed them in the lower rack with other utensils, and also put them on the top rack.

Q: Would this straws make good cake dowels?

I would say, yes they definitely would make great cake dowels. Even though I cut through one to make it fit a smaller tumbler, it was very hard to do it. You’ll need strong snippers to cut them to fit the cake layers.

Q: Does the color chip off after use and washing?

No the color hasn't chipped off of any I have used so far but I do hand wash.

Q: do those things that protrude out of the side slide off if you don't want them or are they part of the straw?

They are a part of the straw. They are designed to go at the bottom while drinking. They help containers or bottles with a straw hole not allow the straw to slide out and be lost.
