Q: Can you layer sounds with this?

If this is multitimbral (it has to be, to be General MIDI compatibile), then yes - you would do so by telling your keyboard controller to send notes on more than one channel at a time. Then you'd set patches for strings (or whatever) on channel 2 and other pads on other channels.

Q: "midi in" that's clearly a port for an audio jack, not a midi interface.

It has both. TRS MIDI has been a thing for many years, and this comes with a TRS to MIDI DIN adapter (if I remember correctly... at the very least it WORKS with an appro adapter). It will also act as a MIDI host for power and data of your controller does power and data over USB.

Q: Does this come with the midi converter and mini-USB cable?

Honestly, I can’t remember, I bought this Item to go with a midi controller keyboard that I returned. The keyboard didn’t have a sound module, so I bought this to be able to hear it. It did work, but when I returned the keyboard it seemed silly to keep the midiplus, so it was returned as well. Sorry I can’t be more help.
