Travel on says that the purpose of the carabiner strap is so that you can loop the strap around a chair, etc, if you were out to eat in a crowded and/or an unfamiliar place--and you didn't want to have to hold your bag the entire time.

Q: Will this meet the size requirements for the Rijksmuseum which says max size A4?
