Q: what are the ingredients?

They are made of calcium. I fed them to my snails if the chipped a piece off of their shell and it clears up tank water

Q: Does this work for shrimp?

I use it for my mystery snails. It's supposed to be a supplement for creatures with shells and since shrimp have shells, I would think it would help but I don't know for sure. It also conditions the aquarium water so It is helpful in that regard.

Q: Do these have to be in water? I have 4 pet snails and I heard cuttlebone is good for them.

These are meant for use, in aquariums. If you have land snails, there are probably much easier, and cheaper, ways to provide calcium (cuttlebone, egg shells, etc).

Q: One small one for a 3 gallon?

You can split them into 4 with a screwdriver and a hammer and use 1/4 for a 3 gal.
