The label includes in red "Keep away from fire" so it sounds like they aren't treated with flame retardant.

Q: Do the 42" panels come with a spot to put a bottom rod for French doors?

Buy long and hem. They're worth it.

Q: Are these shiny or metallic looking?

Sheen or shiny would be a decent description. The accents are a little metallic looking... Not overbearing so. I love them. They look great, block light and insulate very well.

Q: when ordering this item, do I select quantity 2 if I want to fit 2 windows equalling 4 panels or would I select quantity of 4?

There are two curtains in each pack so if you're covering 2 windows, depending on the width, you'd probably want 2-sets which would be 4-panels so you can have them on each side of the window. I had to order more because the window was very wide and it didn't hang right with only 2.
