No the outfits are not removable.

Q: What material was used for the other shell of this toy? Is this flame-retardant?

I'm not really sure what the fabric was on the cat/bee I ordered. The ad said it was cotton, but I have my doubts. It was very soft though. And I have no idea if it was flame retardant. (To clarify my earlier review ... since I was unable to contact the sellers ... I ended up not returning it. I used a trusty seam ripper, removed the wings and repositioned them so that they were centered. I wouldn't do that normally, but it was a perfect gift for my granddaughter.) Linleigh
