Q: What side of the water heater do you install it on, incoming cold or out going hot

on the incoming cold if on heating system as in infloor heating if suppling the heat exchanger it would be on the outgoing coldit is best to have it on the coldest side of heating system as the motor is water cooled and lubricated so you would have coldest water coming into it

Q: Can you use this pump in POTABLE water systems?

No.. Any Potable water systems require a stainless steel or bronze pump. The oxygen in a potable water system would eat the cast iron pump from inside out. Using a bronze or stainless pump would protect from that happening.
